Larger and more diverse than many countries, a few U.S. States, and all but two other U.S. cities (Los Angeles and Chicago), Brooklyn is the most populous of the five counties (or boroughs) that comprise New York City. Under the City Charter, Brooklyn is divided up into eighteen permanent Community Districts that, initially used just for city planning, are now the organizational basis for all city services (police, santitation, parks, etc.). Each of these Brooklyn Community Districts of about 125,000 people has its own Community Board, District Manager, Commercial Districts, and world-famous Residential Neighborhoods. The eighteen Community Districts are a ready-made structure for Brooklyn economic activity in local sports and media enterprise where competition and communication between the separate districts is organized and developed.
